Azerbaijan claims full control over the Nagorno-Karabakh region as Armenian forces agree to disarm

YEREVAN, Armenia (AP) — Azerbaijan claimed full control of the breakaway Nagorno-Karabakh region Wednesday after local Armenian forces there agreed to lay down their weapons following the latest outbreak of fighting in the decades-long separatist conflict. Authorities in the ethnic Armenian region that has run its affairs without international recognition since fighting broke out in the early 1990s declared around midday that local self-defense forces will disarm and disband under a Russia-mediated cease-fire. They also said representatives of the region will start talks Thursday with the Baku government on Nagorno-Karabakh’s “reintegration” into Azerbaijan. Azerbaijan President Ilham Aliyev trumpeted victory in a televised address to the nation, saying that “in just one day, Azer...

Behind all the speechmaking at the UN lies a basic, unspoken question: Is the world governable?

UNITED NATIONS (AP) — Work together. Go it alone. The apocalypse is at hand. But the future can be bright. The squabbles never cease, yet here are human beings from all across the world — hashing out conflicts with words and processes, convening under one roof, trying to write the next chapter of a common dream. At the United Nations, “multilateralism” is always the goal. Yet so is the quest for a coherent storyline that unites all 193 member states and their ideas. Those two holy grails often find themselves at odds when leaders gather each September at the United Nations — a construct whose very name can be a two-word contradiction. You hear a lot about “the narrative” these days in politics (and everywhere else). It’s a way to punch through the static and make sure people are abso...

Russia has turned food, energy and even children into weapons against Ukraine, Zelenskyy says at UN

UNITED NATIONS (AP) — Ukrainian President Volodymyr Zelenskyy said Tuesday that Russia is “weaponizing” everything from food and energy to abducted children in its war against Ukraine — and he warned world leaders that the same could happen to them. “When hatred is weaponized against one nation, it never stops there,” he said at the U.N. General Assembly’s annual top-level meeting. “The goal of the present war against Ukraine is to turn our land, our people, our lives, our resources into weapons against you — against the international rules-based order.” The war in Ukraine has deepened major global supply disruptions caused by the pandemic, driving a huge spike in food and energy prices, jolting the global economy and increasing hardship in many developing countries. Decades-old e...

Speaker McCarthy faces an almost impossible task trying to unite House GOP and fund the government

WASHINGTON (AP) — Facing fresh challenges to his leadership, Speaker Kevin McCarthy is trying to accomplish what at times seems impossible — working furiously to convince House Republicans to come together and pass a conservative bill to keep the federal government open. It’s a nearly futile exercise that could help McCarthy keep his job, but has little chance of actually preventing a federal shutdown. Whatever House Republicans come up with is nearly certain to be rejected by the Senate, where Democrats and most Republicans want to fund the government. In one dramatic sign of defeat Tuesday, House Republicans were even voting against their own defense bill. During a rowdy afternoon vote, the usually popular bill was turned back from consideration, 212-214, after five hard-right cons...

Five Americans detained in Iran walk free, released in deal for frozen Iranian assets

DOHA, Qatar (AP) — Five Americans detained for years in Iran walked off a plane and into freedom Monday, most arm-in-arm, as part of a politically risky deal that saw President Joe Biden agree to the release of nearly $6 billion in frozen Iranian assets owed by a third country, South Korea. The successful negotiations for the Americans’ freedom brought Biden profuse thanks from their families but heat from Republican presidential rivals and other opponents for the monetary arrangement with one of America’s top adversaries. “Today, five innocent Americans who were imprisoned in Iran are finally coming home,” Biden said in a statement released as the plane carrying the group from Tehran landed in Doha, Qatar. A plane carrying the Americans home to the United States was due to land Mond...

Heading for UN, Ukraine’s president questions why Russia still has a place there

NEW YORK (AP) — Days before potentially crossing paths with Russia’s top diplomat at the United Nations, Ukrainian President Volodymyr Zelenskyy suggested Monday that the world body needs to answer for allowing his country’s invader a seat at the tables of power. “For us, it’s very important that all our words, all our messages, will be heard by our partners. And if in the United Nations still — it’s a pity, but still — there is a place for Russian terrorists, the question is not to me. I think it’s a question to all the members of the United Nations,” Zelenskyy said after visiting wounded Ukrainian military members at a New York hospital. He had just arrived in the U.S. to make his country’s case to the world and to Washington for continued help in trying to repel Russia’s invasion,...
